HCA registered as a charity in 1972, with the twin objectives of promoting the social, cultural and educational benefits of residents in the Highfields area of Leicester and to establish and manage a community centre in furthering the above objectives. In partnership with Leicester City Council, this resulted in 1974 in the building of the old Highfields Youth and Community Centre and the first steps toward HCA delivering against its stated objectives. It has played a full and active role in the development of services to the local community throughout its 40 year history.
On 1st December 2010, HCA achieved the transfer of the new Highfields Centre and its staff and services, with HCA being awarded a 50 years lease on the building, and core staff being transferred to HCA, together with service delivery budgets. HCA is a full member of Locality; a Company Limited by Guarantee (Reg No 6078193) and a registered charity (Reg No 1118624).The new Highfields Centre is a £5 million building providing state of the art facilities including a sports hall, gymnasium, aerobics studio, main hall, video and digital arts studios, a theatre, cafeteria and other community facilities.
HCA’s staff contains officers who have been involved in the successful management of the centre from its construction, and sector specialists with a wealth of experience in successfully developing service provision in similar environments and managing centres with equivalent operations. Its Governing Body comprises local representatives with specialist skills and knowledge, experienced business people, community activists and local councillors.

The Social Enterprise Mark criteria includes a requirement that the applicant can demonstrate that social and/or environmental objectives are being achieved.
In support of this, new applicants and renewing Mark holders must submit Social Impact Statements that summarise their headline activities and achievements, helping show how they are striving to make a difference and stand up to scrutiny of purpose as a social enterprise.

1) Enhancing Lives, Empowering Communities and Enterprise
Our motto of 'Enhancing Lives, Empowering Communities and Enterprise' for one and all is reflected throughout the Centre's services.
We focus on family, friends and relationships and work to provide a resilient society with meaningful connections. Over the last year, we've continued to provide services for young NEET people (those not in Education, Employment or Training) or at risk of being involved in anti-social/offending behaviour, isolated and lonely elderly people, as well as unemployed adults seeking to gain qualifications and or employment.
Our beneficiaries include children, disabled, ex-offenders, homeless, unemployed, long-term health conditions, older people and parents.
We measure reductions in levels of isolation/loneliness by satisfaction surveys and feedback from partners.
We measure improved resilience and support networks by the availability of social infrastructure for social networking. We also measure improved social networks and involvement, participants having a broader social network, and being active in their social network.
Our activities to achieve these outcomes are based on arts, heritage, adult education, youth work and sports which are aimed at individuals. We want to achieve high quality, affordable, accessible and inclusive cultural services available to all. We want a strong local public awareness of and participation in the arts, heritage and sports.
We make an impact on the wider economy as follows:
- Increase in the number of people gaining accredited qualifications
- Local people developing skills needed for work
- Increase in citizenship and knowledge of how people can play an active part in their community and volunteering
- Increase in employment and by implication increase in income for local people and families and we measure:
- Reduction to individual and family poverty as people find suitable work
- Improved standard of living as people find housing and access their benefit entitlements
- Reduction of child poverty locally
2) Measures of activities
During the calendar year 2015, we had just under 67,000 people attending the Centre for the services provided here and of this number, 12,726 people were unique beneficiaries.
This is a 17.5% reduction in our service user numbers from the previous year and that's best understood in relation to the £527,000 local authority funding that was discontinued as a result of the local authority's funding decision.
However, we continue to provide a full range of services to all of the local communities in the Greater Highfields area and that's reflected in our usage statistics, in terms of gender, ethnicity, age, etc.
